Title: Hiring Technical Partner for Facilitating Safeguarding Training for staff in alignment
with Safeguarding Policy

Location: 
Ananthpur (Andhra Pradesh), Bangalore & Raichur (Karnataka), Delhi (Delhi), Kendrapara (Odisha), Khunti (Jharkhand), Sultanpur (Uttar Pradesh), Mumbai, Junnar (Maharashtra)

1. Brief about ChildFund  India

ChildFund India,
a child development organization registered in India in 1984, has been working with children, youth, and families from the most remote, extremely backward, and hard-to-reach areas, with a vision to build “an India where children lead a dignified life and achieve their full potential.” ChildFund India operates in the rural regions of the country, gradually expanding its focus to urban areas where issues like child protection and violence against children are common. Its programs offer comprehensive support to children from conception until age 24 by integrating health, nutrition, sanitation, gender equality, education, skill training, livelihoods, child protection, and humanitarian relief efforts. Annually, ChildFund India reaches 4.5 million children, youth, and their families across nine states through its initiatives. The organization's deep-rooted community presence in India, long-term partnerships with grassroots organizations, and strong relationships with relevant stakeholders, especially the Government, ensure that its holistic interventions create an environment where children can grow and reach their full potential.

ChildFund India has a zero-tolerance policy regarding sexual exploitation, abuse, and harassment (SEAH) and all other forms of harm by its staff, partners, and other representatives in the delivery of its mission and services for children. ChildFund India is committed to creating a safe environment in the workplace as well as in the communities where it delivers programs and services. ChildFund India expects every staff member, partner, and representative to adhere to this commitment and to ensure all organizational policies and standards are followed. This position is subject to a range of vetting checks, including a criminal records check and/or disclosure to ensure program participants are safeguarded.

ChildFund India revisited its implementation model and commitment to localization and devised a new strategy to reinvest in the local partnership model for sustainability and to address local needs. Keeping these in mind, an effort is made to engage local partners who have technical expertise in areas relevant to and aligned with the vision of the Country Strategy Plan (2022-26) document.

2. Brief about the assignment

ChildFund India
recognizes that safeguarding incidents, particularly sexual abuse, exploitation, and violence are an organizational risk that if not prevented would represent a catastrophic failure of protection and may bring harm to those we are mandated to protect, resulting in organizational reputational damage, impact on our operational viability, and lead to loss of funding and trust.

The purpose of the Safeguarding Policy is to lay out ChildFund India’s commitment to put in place viable measures spanning all organizational activities to prevent, detect, report, and respond to sexual abuse, exploitation, neglect, and all forms of harm, violence, or misconduct that could occur to program participants (children, young people, and adults) through the actions or inactions of ChildFund India staff, representatives, programs, and operations. ChildFund India has a duty of care, to build a safe, and trusted environment that protects and promotes the rights, welfare, and best interests of those it works with directly or indirectly, and those under the care of the organizations we partner with. The Policy equally applies to ChildFund India programs and operations, and people in the development and humanitarian context.

ChildFund India has zero tolerance against any kind of sexual exploitation and abuse, neglect, and all forms of harm, violence, or misconduct to program participants. Adherence to the Safeguarding Policy is mandatory for all staff, partners, board members or trustees, consultants, vendors, interns, volunteers, program visitors, and all other representatives acting for and on behalf of ChildFund India in any capacity. Alternatively, Implementing Partners requires them to maintain and adhere to their own Safeguarding Policy which is as stringent as ChildFund India’s.

In line with its commitment to safeguarding and preventing harm to children, youth, and adult participants, ChildFund India requires a technical partner to uphold the highest safeguarding standards and Safeguarding practices across all the locations mentioned above. The Technical Partner delivers comprehensive training sessions for staff of 9 locations: Ananthpur (Andhra Pradesh), Bangalore(Karnataka), Raichur(Karnataka), Delhi(Delhi), Kendrapara(Odisha), Khunti (Jharkhand), Sultanpur (Uttar Pradesh), Mumbai, Junnar(Maharashtra)

3. Objective of the assignment

  • To strengthen the capacity of staff, consultants of the Locations to implement Safeguarding Policy and Procedures.
  • To ensure that the Locations have robust mechanisms to prevent, identify, and respond to safeguarding concerns, particularly related to abuse and exploitation,           and any form of violence against any program participants.


4. Scope of Work

  • Develop, contextualize training materials, including presentations, manuals, case studies, and practical tools in English, Hindi based on the ChildFund India’s Safeguarding Policy and other International Safeguarding Standards.
  • Design, and Facilitate interactive workshops (2 days’ workshop per location) with the staff of 9 Locations of 7 states to address safeguarding challenges, case handling, and reporting mechanisms.
  • Offer post-training support, including follow-up sessions and consultations (1 day).
  • Produce a report on the training outcomes, including recommendations for ongoing safeguarding capacity-building.
