 HIRING AGENCY FOR UNDERTAKING BASELINE SURVEY AND NEED ASSESSMENT FOR

VILLAGES IN 3 DIFFERENT REGIONS 

Centre for Environment Education (CEE) are  implementing ‘Climate Resilience and Justice’ programme with selected communities and in selected locations in three states of India.  

The overall objective of the program would be to strengthen livelihood of communities in response to changing climate by adoption of sustainable intervention model (agro forestry, integrated water management, collectivization and value- addition, ecotourism etc.), improve ecosystem and biodiversity in the area, demonstrate climate resilience in schools and education, mobilize community towards local level sustainability actions through awareness and engagement, skill building of youths and ground-level staff of line departments towards conservation and sustainability etc.

Summary 

As part of a programme to ensure climate resilience for rural communities in three important regions across India, this Hiring is for agencies that can undertake baseline surveys and need assessment in 50 identified villages. The regions include: Agar-Malwa (Madhya Pradesh), Bhimashankar, Pune (Maharashtra), and Shadnagar, Hyderabad (Telangana). The 50 villages for survey are distributed in these 3 locations. The sectors will include: socio-economy, local ecology and biodiversity, education, livelihood and climate change. 

The village-level assessment will include:

• Socio-economic assessment
• Environmental baseline survey (environment, ecosystem and biodiversity baseline including PBR status and data), ecosystem/ biodiversity based livelihoods, challenges and opportunities
• Climate change impact survey including climate related challenges and extreme weather events, key risks and impacts on sectors including agriculture, livelihoods, education, health and biodiversity.
• Education baseline survey including school infrastructure and T&L processes, student competence assessment for FLN and STEM, technical and higher education needs and gaps. 
• Livelihood opportunity and entrepreneurship survey, with special focus on women and youth entrepreneurship and farming sector entrepreneurship.
• Need assessment (to understand the community and environmental needs while scoping the climate resilient interventions around the larger goal and intended outcomes, and bringing stakeholders participation in the process)
• Identify thematic interventions, target stakeholders, and beneficiaries based on such assessment along with assessment of potential short-term and long-term benefits
• Participatory assessment and planning to facilitate inclusive data collection, PRAs, consensus building etc. and grounding the project in local realities

Year zero serves as a critical baseline and mobilization year for a four-year initiative aimed at strengthening climate resilience through livelihood strengthening, ecosystem restoration, biodiversity conservation, education and capacity building initiatives in climate-vulnerable areas in the identified beneficiary communities within the three regions - Shadnagar block of Hyderabad (Telangana), Agar block of Agar-Malwa (Madhya Pradesh), and Khed block of Pune (Maharashtra). 

Overview of the three regions 

The target areas of the programme are:

• 25 villages of Agar Malwa in Madhya Pradesh
• Around 20 identified villages around Bhimashankar Sanctuary in Khed, Pune, Maharashtra
• About 5 villages, including like Elikatta near Hyderabad, Telangana
