BoQ for Repair and Renovation of Anganwadi & Primary School / Upper Primary School & Sr. Sec Schools at Rohat, Pali, Rajasthan (Location wise BOQ Attached)
Background
Bal Raksha Bharat also known as Save the Children is implementing an integrated community development project in partnership with Nayara Energy across two Panchayats and 9 villages in Rohat , Pali district. The initiative is structured around four thematic pillars: School Education and Life Skills, Healthcare & Nutrition, Strengthening Livelihood, and Financial Inclusion & Social Protection.
1. Scope of Work The scope of work shall comprise all repair, renovation, and associated civil works for educational and childcare institutions or infrastructure as detailed in the Bill of Quantities (BOQ). This includes, but is not limited to, site clearance, dismantling/demolition of existing damaged components, masonry works, flooring, plastering, painting, plumbing, electrical installations, fixtures, fittings, and other related construction works required to restore and upgrade the building to a safe, functional, and durable condition. The contractor shall provide all necessary materials, labor, tools, equipment, consumables, and supervision for the execution of the work. Temporary arrangements, safety provisions, and protection of existing structures are also part of the scope. Since this is a repair and renovation project, the actual quantities of work at site may vary from those indicated in the BOQ. The BOQ quantities are indicative and may increase or decrease depending on site conditions. Payment shall be made based on actual executed quantities, duly certified by the Engineer-in-Charge.
2. Technical Requirements
- All “A” Class Contractor are eligible to bid this Assignment / Works
 - All works shall conform to CPWD specifications, DSR 2023 items, and relevant BIS standards.
 - Materials used shall be new, of approved quality, and accompanied by manufacturer’s warranty wherever applicable.
 - Workmanship and methodologies shall follow best engineering practices and shall be subject to approval by the Engineer-in-Charge.
 - Repairs shall ensure durability, safety, and compliance with applicable codes and standards.
 - Sample materials and tests may be required by the Engineer-in-Charge for quality assurance before use in works.
 
3. Special Conditions:

 - Site Visit: Bidders are advised to visit the site prior to quoting to understand actual site conditions, accessibility, and constraints. No claims shall be entertained later due to lack of site awareness.
 - Verification and Approval: All materials and methodologies shall be verified and approved by the Engineer-in-Charge prior to execution.
 - Inclusive Rates: Quoted rates shall be comprehensive and inclusive of all incidentals, consumables, taxes, and testing charges. No extra payment shall be admissible unless specifically approved in writing by the Engineer-in-Charge.
 - Safety Compliance: Contractor shall ensure compliance with statutory safety requirements, provide protective gear to workers, and maintain safe working conditions.
 - Quality Control: Works shall be executed under strict quality control. Substandard work, if any, shall be rectified or replaced by the contractor at no additional cost.
 - Coordination and Flexibility: Contractor shall coordinate with the Engineer-in-Charge and accommodate necessary adjustments or changes during execution, without additional cost unless approved.
 - Child Friendly: All construction, repair and refurbishment work undertaken as part of the project must be child-friendly
 - Working Hours Flexibility As this is a school renovation project, the working hours shall be flexible and adjusted as per the school timings to ensure minimal disturbance to academic activities. All works shall be carried out following child-friendly construction practices, ensuring safety, cleanliness, and restricted access of children to work areas.
 
4. Deliverables
- Fully executed repair and renovation works as per BOQ and approved drawings/specifications.
 - Quality assurance documents, including test certificates for materials used.
 - Submission of as-built drawings (if applicable).
 - Clearance of site, including removal of debris and waste.
 - Submission of a completion report certified by the Engineer-in-Charge.
 
5. TimeframeThe contractor shall commence work from the date of work order and complete the project within the timeframe agreed upon in the contract, ensuring timely delivery without unnecessary delays.
6. Payment Terms:Payment shall be released as per actual executed work, measured and certified by the Engineer-in-Charge. Payments will follow the BOQ provisions and contract conditions. Since this is a repair and renovation project, final payments shall be strictly based on executed quantities at site, which may be more or less than those originally listed in the BOQ.
7. Ethics, child safeguarding and Code of Conduct:As the contractor (s)/agency will be working on behalf of Bal Raksha Bharat, they will be required to adhere to the Child Safeguarding Policy and ethical guidelines. The contractor and the researchers engaged in the review will receive an orientation on Bal Raksha Bharat’s Child Safeguarding Policy. Background checks will be undertaken for all applicants.
