Terms of Reference (ToR)

Realtime comprehensive MIS Application for Link worker Scheme Project:

The LWS project is being implemented in Andhra Pradesh with the support of APSACS/NACO. The project currently operates across 13 districts, covering approximately 1,300 villages, with a dedicated workforce of around 310 personnel at the ground level.

Given the scale and diversity of interventions, efficient monitoring and data-driven decision-making are critical. At present, service delivery data is collected manually, which limits timeliness, accuracy, and the ability to generate actionable insights.

To address these challenges, during FY 26 a comprehensive online MIS application will be develop with the following key features:

  • Real-time data capturing at the field level.
  • Automated dashboards for program managers and decision-makers.
  • Geo-tagging and analytics for enhanced monitoring and accountability.
  • Role-based access for data security and efficient reporting.
  • Export data/ plug out option in align with NACO-SOURCE APPLICATION and ChildFund Dashboard

Design and develop a robust, real-time MIS application to manage, monitor, and analyze all activities under the Link Worker Scheme Project, ensuring data-driven decision-making, operational efficiency, and performance accountability across all project sites. 

Scope of Work:

a) Requirement Analysis & System Design:

  • Conduct a detailed assessment of project workflows, data requirements, and reporting needs.
  • Define functional and technical specifications for the MIS application, including user roles, data hierarchy, and access controls.
  • Design a scalable architecture that can integrate future modules or projects.

b) Data Collection & Management:

  • Develop mechanisms for real-time data capture from all project sites, including mobile and web-based inputs.
  • Ensure validation rules, automated checks, and error alerts to maintain data accuracy, completeness, and consistency.
  • Enable offline data entry with sync functionality for areas with limited connectivity.

c) Dashboard & Reporting:

  • Create a comprehensive dashboard to monitor project performance indicators, trends, and site-level data in real time.
  • Include visualizations such as charts, graphs, and geo-mapping for better decision-making.
  • Generate customizable reports for different stakeholders (internal management, funders, government bodies).

d) Integration & Interoperability:

  • Ensure seamless integration with existing systems (if any), third-party tools, and external databases.
  • Facilitate data export in multiple formats (Excel, PDF, CSV) for offline analysis.

e) User Management & Security:

  • Implement role-based access control to ensure data security and privacy.
  • Include audit trails to track changes, updates, and user activity for accountability.

f) Training & Capacity Building:

  • Conduct hands-on training sessions for internal teams and project staff to efficiently operate the MIS application.
  • Provide detailed user manuals, SOPs, and troubleshooting guides.

g) Maintenance & Support:

  • Offer post-deployment technical support, bug fixes, and system upgrades.
  • Provide recommendations for periodic system enhancements based on evolving project requirements.

Deliverables:

  • Functional MIS application with real-time data capture and monitoring
  • Interactive dashboards with site-level and project-level insights
  • Standardized reporting module with customizable reports
  • Training sessions, manuals, and SOPs for users
  • Maintenance and support plan

Confidentiality
All discussions and documents relating to this ToR will be treated as confidential by the parties. Any document, tools, templates, etc. developed through this assignment is the property of ChildFund India and will have sole ownership of it. 

Child Protection
The agency will adhere to and sign ChildFund’s Child Safeguarding Policy while signing the contract for this consultancy.
