Request for Quotation (RFQ) for Supply of Biscuits

Objective

The Institute for Global Development (IGD) invites quotations from eligible vendors/agencies for the supply and delivery of ?5 biscuit packets as per indents raised by IGD. The biscuits are to be delivered to 32 district offices located across the three intervention states; Andhra Pradesh, Karnataka, and Telangana (India). 

Scope of Work 

The selected vendor will:

• Supply ?5 biscuit packets as per indents generated by IGD.
• Initially deliver 15,000 biscuit packets to each of the 32 district offices across Andhra Pradesh, Karnataka, and Telangana (total 4,80,000 biscuit packets) within the agreed timeline.
• Ensure the biscuit stock is fresh, within expiry, and of consistent quality across all batches.
• Provide additional supplies, as per subsequent indents raised by IGD during the contract period.
• Ensure timely delivery and proper documentation for each dispatch.
• Maintain appropriate packaging and transportation standards to prevent damage or spoilage during transit. 
  
  

Terms and Conditions

1. The vendor shall provide Rs 5 biscuit packets (Britania Goodday) strictly as per IGD’s requirements and delivery schedule.
2. The initial dispatch will include 15,000 packets per district (32 districts). Subsequent deliveries, will follow based on new indents from IGD.
3. Delivery locations and quantities will be communicated through indents from IGD.
4. The vendor will ensure that transportation and logistics arrangements are adequate for timely delivery to all district offices.
5. Applicable taxes and deductions will be as per the Government of India rules.
6. The quotation must be submitted on company letterhead, inclusive of GST. Quotations without GST details will not be considered.
7. The contract period will be valid until 31st March 2026. 
   
   

Other Instructions

• IGD reserves the right to reject any or all quotations, wholly or partly, without assigning any reason.
• IGD reserves the right to invite the top three shortlisted vendors for a discussion or negotiation.
• IGD may request additional information or clarifications from bidders if required.
• Only shortlisted vendors will be contacted.
• All sub-vendor payments must be cleared before submission of final bills to IGD.
• IGD shall not be legally bound by any award notice until a formal agreement is signed and executed with the selected vendor.
• Additional details, including delivery timelines and packaging specifications, will be shared with shortlisted agencies.
  
  

Compliance Requirements

All applicants (companies/agencies/institutions) must comply with the Government of India’s Prevention of Sexual Harassment (PoSH) guidelines.
As part of the submission, please share the status of your Internal Complaints Committee (ICC). If the ICC is not constituted, provide the reason and the applicable exemption clause.
