1. Objective
The Institute for Global Development (IGD) invites quotations from eligible agencies, organizations, or individuals for conducting Kalajatha (folk role plays) across 32 intervention districts in Andhra Pradesh, Karnataka, and Telangana (India). The purpose of this activity is to promote awareness towards health and dietary practices and engagement within communities through culturally rooted and language-appropriate folk performances.
2. Implementation Coverage
IGD will finalize one agency per state to ensure smooth and localized execution across the three intervention states as follows:

Each selected state-level agency will be responsible for managing all Kalajatha events within its respective districts. 3. Scope of Work The selected agency/organization/individual will be responsible for:
- Conducting 10 folk role plays (Kalajatha) per district in their assigned state.
 - Forming a minimum 5-member team, including at least 2 female members, for each Kalajatha group.
 - Performing in the local language of the respective district to ensure effective community engagement.
 - Coordinating closely with IGD’s state and district teams for content, message approval, and scheduling.
 - Ensuring cultural appropriateness, community participation, and accurate message delivery.
 - Submitting a detailed report after completing all assigned events, including photos, audience details, feedback, and activity summaries, prior to final payment.
 - Managing all logistics, travel, accommodation, and food independently. IGD will not provide any logistic, travel, or food allowance. 
 
4. Terms and Conditions
- Each state-level agency will implement the Kalajatha activities in the designated number of districts.
 - The agency must complete all 10 role plays per district within the mutually agreed timeframe.
 - The financial quotation must cover artist honorarium, costumes, logistics, travel, and all other expenses.
 - Applicable taxes and deductions will be as per Government of India norms.
 - Quotations must be submitted on the agency’s letterhead, inclusive of GST; quotations without GST details will not be considered.
 - The contract period will remain valid until 31st March 2026.
 
5. Compliance Requirements (PoSH) 
All applicants must adhere to the Government of India’s Prevention of Sexual Harassment (PoSH) guidelines.
- Agencies must share the status of their Internal Complaints Committee (ICC) as part of the submission.
 - If the ICC is not constituted, applicants must state the reason and the applicable exemption clause.
 - Strict PoSH compliance is mandatory during all Kalajatha activities. Any violation will lead to termination of the contract.
 
6. Other Instructions
- IGD reserves the right to reject any or all quotations, wholly or partly, without assigning any reason.
 - IGD reserves the right to invite the top three shortlisted agencies per state for discussions or negotiations.
 - IGD may request clarifications or additional documents during the evaluation process.
 - Only shortlisted agencies will be contacted.
 - All sub-vendor payments must be cleared before final bill submission to IGD.
 - IGD shall not be legally bound by any award notice until a formal agreement is signed and executed with the selected agency.
 - Additional details, including approved themes, scripts, and reporting formats, will be shared with shortlisted agencies.
 
7. Submission Guidelines 
Interested agencies, organizations, or individuals must submit the following by 14th October 2025:
- Technical proposal outlining approach, experience, and implementation plan per state
 - Portfolio of past work (preferably in folk theatre, community mobilization, or awareness programs)
 - Financial quotation (inclusive of all costs and GST)
 - PoSH compliance and ICC details
