Request for Proposals to provide a Portal Handheld X-Ray device with a comprehensive AI
solution

Resource Group for Education and Advocacy for Community Health (REACH), established in 1999, is a non-profit organization dedicated to the fight against tuberculosis (TB) in India. REACH’s mandate includes providing high-quality treatment, care and support for those affected by TB as well as research and public education to improve public understanding of TB and Non-communicable Diseases. REACH is currently implementing a project in Thuraiyur block of Tiruchirappalli district in Tamil Nadu. The goal of this projectis to improve the overall health and nutritional status of the population through community screening activities followed by referral and linkage to care, with a special focus on TB and NCDs such as Diabetes and Hypertension. Through this project, Community Health Workers (CHWs) will be identified and trained to screen the community for diabetes, hypertension and tuberculosis, educate and link them to primary health care services.

Purpose of this RFP

A key component of this project is active screening for TB in the community using a portable Handheld X-Ray. This is essential given the need to reduce delays in diagnosis, take screening to the community and identify those who are asymptomatic. The importance of the latter has been clearly established through the National TB Prevalence Survey and other studies. REACH therefore invites proposals from eligible providers for a portable Handheld X-Ray device, with a comprehensive AI solution for identification of TB and other chest abnormalities.

Technical specifications:

The portable X-ray device must be:

• Compact and easy to transport
• Capable of providing high-resolution X-ray images that can be utilised for TB diagnosis
• Fully compliant with industry safety standards and all regulatory requirements  
  
  

The AI solution must:

• Be compatible with the X-ray device
• Include all required licenses for uploading and reading of images, and downloading of reports
• Provide a detailed explanation of the process of data export and storage 
• Include storage space for CXR images and data
• Include gateway logins for upload of images and access to reports as required
• Ensure that patient data is securely managed and remains confidential  
  
  

Submission of Quotations:

The following are the required documents to be submitted as part of the quotation:

I. Technical Proposal with:

• Product brochure(s) with specifications of the X-Ray device as well as the proposed AI solution
• Background and experience of the provider

The tentative date of delivery  

II. Financial Proposal with:

• Costs of the X-Ray device and AI solution, separately and disaggregated.
• Costs inclusive of any required consoles, stand, tripod, batteries and shield etc., as relevant.
• Delivery costs to Thuraiyur, Trichy, Tamilnadu.
• A clearly defined warranty period  
  
  

III. Supporting documents including

• Proof of Legal registration
• PAN details
• GST registration 
  
  

Please note:

• Only a legally registered entity can submit a quotation; quotations submitted by individuals or those attempt to resell used machines will not be eligible.
• All agencies submitted quotations must have PAN and GST registration, and must submit copies of the same.
• An X-Ray technician is not required, and therefore this need not be included in the budget  
  
  

Evaluation Criteria 

Proposals will be evaluated based on:

• Technical specifications vis-à-vis the project requirements
• Financial proposal in terms of value for money and budget available
