Title: Request for Proposal for Selection of Agency to Evaluate Tata Trusts and HSTP Support for National Program for Prevention and Control of Non- Communicable Diseases (NP-NCD) Implementation (Oct 2023 – Oct 2025)

The Health Systems Transformation Platform (HSTP) is a not-for-profit company registered under Section 8 of the Companies Act, 2013. Established with the support of Tata Trusts, HSTP works to strengthen health systems in India by enabling evidence-informed policies, innovative solutions, and collaborative partnerships across government, academia, and civil society.

Background. Since 2018, Tata Trusts and the Health Systems Transformation Platform (HSTP), with support from Dell Technologies, have been extending comprehensive support to the National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD). This engagement has evolved through two distinct phases: the first phase (2018–September 2023) focused on the development and deployment of the National NCD Portal and provision of techno-managerial assistance to the Ministry of Health and Family Welfare for its nationwide rollout across 31 States and Union Territories. The second phase (October 2023–October 2025) builds on these foundations, aiming to consolidate and scale up interventions, strengthen digital health systems, and enhance programme performance across select geographies. Beyond digital deployment, Tata Trusts’ support extends to the establishment of National and State Technical Support Units (TSUs) that provide on-ground expertise for programme implementation. 

The National NCD Portal covers five priority NCDs—Hypertension, Diabetes, and three common cancers (Breast, Cervical, Oral)—and captures data across the continuum of care, from risk identification and screening to diagnosis and management. National/ State-level TSUs have trained more than 1,25,000 health workers, including frontline workers and medical officers at facility and community levels. As a result, over 2 lakh users actively use the portal daily. To date, the programme has enrolled over 51 crore individuals, screened over 29 crores for NCDs, and generated more than 11 crore Ayushman Bharat Health Account (ABHA) IDs.

HSTP invites proposals from qualified research and evaluation agencies to undertake an independent assessment of the NP-NCD Programme in select districts of India. This Request for Proposal (RFP) focuses on evaluating the interventions implemented during the second phase of support to MoHFW (October 2023–October 2025), with emphasis on their effectiveness, efficiency, and overall impact in strengthening the NP-NCD. The evaluation will primarily rely on a desk review of secondary data sources—including the National NCD Portal, NFHS datasets, and relevant programme reports and guidelines—supplemented by interviews with key stakeholders at national, state, and district levels. Particular attention will be given to assessing Tata Trusts’ and HSTP’s contributions in the areas of digital innovation and programme support, examining their implementation, effectiveness, efficiency, impact, and long-term sustainability.

Sope of Work. The selected agency will be responsible for finalizing an appropriate evaluation methodology, developing data collection tools, undertaking primary data collection through Key Informant Interviews (KIIs) and InDepth Interviews (IDIs), conducting analysis using both primary and secondary data available, and preparing the evaluation report in close consultation with the HSTP teams.

Selection Criteria. The selection of the evaluation agency will follow a Quality and Cost Based Selection (QCBS) approach, with a 70:30 weighting between technical and financial scores. Detailed criteria for technical and financial scoring are provided in the full RFP document.

Timelines. The timeline for submission of the final deliverables to HSTP is four weeks from the date of signing the contract, with a provision for extension by a maximum of one additional week under exceptional circumstances.

Submission Instructions. Interested agencies are requested to submit separate Technical and Financial Proposals no later than 05 October 2025. The proposals should be prepared in accordance with the instructions provided under Line Head 17 of the RFP.

Contract Term. The initial contract term will start from the award date for be for 30 days with an option of extending by one week on mutual agreement.
