REQUEST FOR PROPOSAL (RFP) For AI SKILLS DEVELOPMENT FOR SCHOOLS Closing Date of RFP: 27/10/2025 

I. INTRODUCTION 

 Lords Education and Health Society (LEHS), registered under Societies Registration Act XXI of 1860   is a charitable organisation with its head office in New Delhi, India working in the health, Agriculture and education Domain for the poor. LEHS in furtherance of charitable objectives through its flagship unit i.e. Wadhwani AI aims to build equitable and sustainable systems to the underserved population and to bring the benefits of modern AI technology to underserved populations by building and deploying AI solutions for social impact across domains such as healthcare, agriculture, governance and education in India.   LEHS aims to promote the integration of technologies, particularly in emerging domains like artificial intelligence and innovations into the Indian mainstream primary healthcare, education, and agriculture systems through a partnership with the State and National Government, apex institutions, international agencies, and private sector partners e.g. innovators, social enterprises and other ecosystem contributors in line with its stated objectives for the betterment of society particularly focusing on projects of national and social significance. In line with its mission to support projects of national and social significance, LEHS also undertakes rigorous monitoring, evaluation, and learning (MEL) activities to assess the impact, usability, and scalability of different programmatic interventions. 

II. PROGRAM OVERVIEW

 DreamAI is a collaborative initiative to ensure students in underserved communities are equipped with the skills to thrive in a rapidly changing, technology-driven world.  Artificial Intelligence is expected to transform every major sector and reshape the job market over the next decade, yet many students in India’s government schools remain without exposure to AI fundamentals or career opportunities.  This program aims to change that by working with government schools in Delhi and Bangalore, leveraging their reach to introduce AI education to students who are most at risk of being left behind.  Through its pilot, DreamAI will deliver a structured AI learning pathway to students in government schools in Delhi and Bangalore, with opportunities for deeper skill-building for high-potential learners.Grades: 9-12 (can include students from Grades 7-8/12 years and above) Program Objectives  

  • Provide AI literacy and hands-on learning to government school students, emphasizing participation from underrepresented groups.
  • Build local trainer capacity of service partners through Train-the-Trainer (TTT) programs to ensure
  • sustainability. 
  • Offer a career-connected experience that bridges classroom learning and real-world AI applications.
  • Enable service partners to integrate AI learning into their networks at no cost to students.
  • Foster gender equity, targeting 50% participation from girls.

 Program Structure  Level 1: AI Foundations (Basic AI Training)  Timeline: November 2025 - January 2026 Focus: Introduce students to AI concepts, ethics, and use cases relevant to their communities.  Outcome: Students develop basic understanding of AI and propose simple use cases.  Implementation Plan:

  • Train-the-Trainer sessions for program facilitators
  • Beneficiary training delivered in 2-day batches across Delhi and Bangalore
  • Capacity to train minimum 3,000 and up to 5,000 students (1,500 in Delhi, 3,500 in Bangalore)

Level 2: AI Explorers (Advanced AI Training)  Timeline: January 2026 - March 2026 Focus: Deepen understanding of AI, expose learners to advanced career pathways in AI/ML, engineering, and data science, and guide them through hands-on projects.  Outcome: Students gain portfolio-ready project experience, mentorship from AI professionals, and greater career confidence.  Implementation Plan: 

  • Advanced Train-the-Trainer sessions for program facilitators. 
  • Beneficiary training in 3-day immersive batches.

Expected Impact

  • Up to 5,000 students reached with structured AI education
  • Up to 1,000 high-potential students gain deeper AI project and career skills
  • 50% gender parity in participation
  • At least 70% improvement in student confidence and AI literacy Sustainable AI capacity building  
III. SCOPE OF WORK

 Deliverables for Service Partners:

  • Trainer and Facilitator Deployment: Oversee recruitment, allocation, and scheduling of qualified trainers and facilitators to ensure smooth delivery of sessions. 
  • School Coordination and Permissions: Manage engagement with school leadership to secure necessary approvals and ensure alignment with institutional policies.
  • Logistics and Student Engagement: Coordinate school access, handle on-ground logistics, select eligible students, and guarantee consistent attendance and participation.
  • Beneficiary Training Delivery: Support the delivery of Level 1 and Level 2 AI Trainings to ensure full coverage across participating schools.
  • School Partnership Support: Collaborate with schools to provide infrastructure, resources, and staff assistance to facilitate seamless program execution.
  • Student Kit Procurement and Distribution: Distribution of student kits that include assessments and handouts (designed by WIAI) along with stationery, refreshments and allied training collateral.
  • Student Assessment: Distribution of student assessment and collection for analysis and funnelling
  • Applicants are encouraged to propose models that demonstrate long-term sustainability and capacity-building beyond the initial investment window.  
IV. BUDGET AND FINANCIAL PROPOSAL

 Applicants must submit a detailed, itemized budget covering all cost heads, including:

  • Curriculum Translation & Localization
  • Trainer Costs & Capacity Building
  • Technology Platform/LMS Costs
  • Travel & Logistics
  • Administrative Overheads (not to exceed the particular % of total budget)  

The budget must clearly justify that all costs are directly attributable to this project. 

V. ELIGIBILITY CRITERIA

 Proposals are welcome from entities such as:

  • Service Partners that already have strong school networks, leveraging their reach to introduce AI education to students who are most at risk of being left behind. 
  • The school network must include government schools in Delhi and Bangalore where the program may
  • be implemented among Grades 7 and above. 
  • Demonstrated experience in delivering large-scale digital or vocational training programs
  • Capability to monitor, assess, and report outcomes at scale

 

VI. PROPOSAL SUBMISSION GUIDELINES

 Interested applicants must submit:

  • Organization profile and relevant experience including sample work/past projects.
  • Detailed training approach, and delivery plan.
  • Geographic coverage and list of schools.
  • Budget estimate.
  • Also, the applicants should demonstrate compliance with the provisions of the Digital Personal Data Protection (DPDP) Act, 2023, ensuring responsible collection, storage, and use of the students’ personal data.  

Proposals should clearly outline a timeline that ensures full utilization of funds by March 2026. Full proposal submission instructions:

  • Both Technical and Financial Proposals must be submitted electronically to rfp.lehs@wadhwaniai.org separately. 
  • Financial Proposal must be password protected.
  • All documents should be in PDF format.
  • Subject line of the email: 
  1. “Technical Proposal for DreamAI– [Agency / Vendor Name]” 
  2. “Financial Proposal for DreamAI – [Agency / Vendor Name]” along with password.  
  • Submission Deadline: [October 27, 2025 – 23:59 Hours]
  • Any proposals received after the deadline for submission of proposals prescribed in the timeline of this document are liable to be rejected.
  • Bidders who submit complete technical with password protected financial proposals and all mandatory enclosures (Section VII) will be considered only

 

VII. MANDATORY ENCLOSURES

 Please submit the following as enclosures or attachments with your quotation. The agency must provide all the information requested above. Quotations that do not provide the required information and certificates, or do not follow the submission requirements, may not be reviewed.

  • Company Profile, testimonials, work completion reports, purchase orders, references.
  • GST registration certificate.
  • PAN & TAN registration.
  • Audited Financials or Income Tax Return with computation of Income for the last three years. 
  • Cancelled cheque.
  • Copy of registration documents/certificate and most recent renewal as a legal entity.
  • Preferably Private Ltd company and has sound business records.
  • Declaration of Pending litigation/cases against the entity.  

This section is mandatory for consideration of the proposal. Note: Only Technically shortlisted Bidders will be eligible for the opening of the financial proposal. Bidders selected by the LEHS will be asked for their presentations and negotiations.  If bidders do not hear from LEHS within two weeks of closing of the RFP, consider your proposal not selected. LEHS reserves the right to reject any or all proposals at any given time without giving any justification or response to the bidders.
