Call for Proposals:Endline Evaluation Consultant – SWABHIMAN Project 

Network for Enterprise Enhancement and Development Support (NEEDS) invites applications from qualified individual consultants or research institutions to conduct the Endline Evaluation of its European Union supported project:

“SWABHIMAN – An Alliance for Dignity, Employment and Pride for Migrants in India.” 

About the Project 

The Swabhiman Project (2022–2025) was implemented across 9 districts of Jharkhand — Dumka, Deoghar, Dhanbad, Giridih, Khunti, Lohardaga, Koderma, Pakur, and Gumla — to support returnee migrants and informal sector workers impacted by COVID-19.

The project focused on building resilience and dignity through:

• KamDham, an online employment and skill-matching platform.
• Migration Resource Centres (MRCs) and 24x7 Distress Helpline.
• Digital Inclusion Initiatives through Call Centres and Internet Sathis.
• Multi-Actor Collaborative Platforms (MACPs) for CSO, government, and private sector partnerships.
• Upskilling and Recognition of Prior Learning (RPL) for enhanced employability.
  
  

 Purpose of the Endline Evaluation The evaluation will assess:

• The project’s relevance, effectiveness, efficiency, impact, and sustainability.
• The functionality and future sustainability of KamDham, MRCs, Call Centres, and MACPs.
• Changes in digital inclusion, access to entitlements, and employment opportunities.
• The strength of collaborative partnerships and institutional linkages established.
• The assessment will combine quantitative and qualitative approaches, including household surveys, FGDs, KIIs, and case studies. 

Deliverables

• Inception Report with methodology and work plan.
• Draft and Final Evaluation Reports with findings and recommendations.
• Presentation of results in a dissemination workshop. 
  
  

Consultant Profile

• Minimum 7 years of experience in conducting external evaluations or impact assessments in livelihood, migration, or social protection domains.
• Strong command of mixed-method research tools and data analysis.
• Demonstrated ability to evaluate multi-stakeholder development programs.
• Based in India, with readiness for fieldwork in Jharkhand. 
  
  

Proposal Submission Guidelines Interested consultants/agencies are requested to submit:

1. Technical Proposal (max 5 pages) outlining methodology, sampling design, and work plan.
2. CVs of key personnel with relevant experience.
3. Two professional references from prior assignments.
   
   

Note:

• No financial bid is required.
• Selection will be made solely based on the technical proposal and research methodology.
• The budget for this assignment is limited to ?3,50,000 (inclusive of all taxes and expenses).
