Development of Blended Model Integrated Dashboard for Subsidy and Grants

1. Introduction

ChildFund India invites proposals from qualified firms/consultants to design, develop, and operationalize an integrated dashboard consolidating subsidy and grant data for real-time monitoring, reporting, and decision-making. 

2. Background
ChildFund India implements diverse programs across multiple states, funded through grants and subsidies. Currently, programmatic and financial data are stored across multiple platforms and formats, creating challenges in standardization, timely reporting, and integrated analysis. To strengthen compliance, donor reporting, and promote a data-driven culture, ChildFund India seeks to establish a Blended Model Integrated Dashboard that consolidates financial and programmatic data into one unified system. 

3. Objectives

• To develop an integrated MIS dashboard consolidating subsidy and grant data.
• To enable real-time visualization, reporting, and analytics.
• To automate data validation and improve compliance.
• To enhance evidence-based programmatic and financial decision-making.
  
  

4. Scope of Work 

The selected consultant/agency will be expected to: 

a) Requirement Gathering & Design

• Assess existing systems, processes, and reporting needs.
• Define functional and technical specifications, KPIs, and user roles.
  
  

b) Data Integration & Management

• Integrate multiple data sources including existing program and financial MIS systems and Direct feeding.
• Enable real-time data capture, validation, and error-checking.
• Upload historical data for benchmarking and trend analysis.
  
  

c) Dashboard Development & Visualization

• Build interactive dashboards showing consolidated subsidy and grant data.
• Provide program sector and sub sector-wise and site-wise drilldowns, alerts, and KPIs.
• Use advanced visualizations such as heat maps, charts, and GIS mapping.
  
  

d) Reporting & Analytics

• Automate periodic reporting (daily, weekly, monthly).
• Enable ad-hoc analytics and predictive modelling.
• Capacity of export option in different files type.
  
  

e) Security & User Management

• Provide role-based access with audit trails.
• Ensure compliance with data protection and confidentiality standards as per the India law.
• Application should be hosted within India server.
  
  

f) Capacity Building

• Conduct training for internal staff and partners.
• Develop SOPs, user manuals, and troubleshooting guides.
  
  

g) Maintenance & Support

• Provide post-deployment support, bug fixing, and updates.
• Recommend periodic enhancements.
  
  

5. Deliverables

• Fully functional integrated dashboard.
• Real-time and historical data visualization, with capabilities for longitudinal trend analysis
• Automated/customizable reporting modules.
• User manuals, SOPs, and training sessions.
• Maintenance and support plan.
  
  

6. Duration

• Assignment duration: 3 Months
• Key milestones: Inception report, prototype, pilot, final deployment.
  
  

7. Proposal Submission Requirements 

Proposals must include:

• Technical Proposal – understanding of assignment, methodology, work plan, team composition, relevant past experience.
• Financial Proposal – detailed budget with cost breakdown (fees, taxes, software, travel, etc.).
• Supporting Documents – organizational profile/registration and references from similar projects.
  
  

8. Evaluation Criteria

• Relevant experience and technical expertise – 40%
• Methodology, work plan, and innovation – 30%
• Team qualifications – 20%
• Financial proposal – 10%
