RFP- Development of a Mobile Application and Dashboard for Monitoring Nurse Practitioner Midwifery (NPM) and Midwifery Educators

 

1. Background

 

CECOEDECON works on issues related to gender, health, education, panchayats, agriculture and climate. CECOEDECON is the implementing partner of United Nations Population Fund (UNFPA) in Rajasthan for an integrated development programme towards addressing preventable maternal deaths, unmet need for family planning, gender-based violence and harmful practices such as child marriage and sex-selection.

 

Under the program as part of strengthening midwifery education and practice, the State has established National Midwifery Training Institutes (NMTIs), State Midwifery Training Institutes (SMTIs)and Midwifery Led Care Units (MLCUs) to train Nurse Practitioner Midwives (NPMs) under the guidance of Midwifery Educators(MEs).

 

To ensure standardized supervision, training quality anddata driven monitoring, there is a need for a digital monitoring and information system comprising a mobile application and webbased dashboard.

 

This system will enable tracking of training progress, clinical postings, mentoringand performance of both trainees and educators across institutions in real time.

 

2. Assignment Title:

 

Development of a Mobile Application and Dashboard for Monitoring Nurse Practitioner Midwifery (NPM) and Midwifery Educators

 

Objective:

 

To design, develop, and deploy a state-specific, standardizedandsustainable digital monitoring and information system that supports realtime tracking, supervision and performance monitoring of Midwifery Educators, NPM trainees, and midwifery institutions (NMTI/SMTI/MLCU) across the state.

 

Phase wise scope of work and deliverables

 

The selected agency will undertake the following key activities:

 

A. Phase I – Requirement Analysis & System Design

  • Conduct stakeholder consultations with State MH Division,UNFPA, SMTIs, NMTIs, and MLCUs.
  • Finalize user requirements, monitoring indicatorsand reporting formats.
  • Prepare a System Design Document

Deliverables:

  • Inception Report
  • Approved System Design Document
  • Workflow diagrams consultation with State MH Division and UNFPA

B. Phase II – Development of Mobile Application and Dashboard  

 

Mobile Application (Android/iOS):

  • Role-based login (Administrator, Midwifery Educator, Trainee, Supervisor)
  • Daily/weekly training activity tracking
  • Attendance and clinical posting records
  • Geo-tagging of training and field activities
  • Upload of photos, reports and feedback
  • Offline data entry and auto-sync feature
  • Push notifications, alertsand reminders

Web-based Dashboard:

  • Real-time visualization of data and indicators
  • Training progress and competency tracking
  • Institution, districtand state-level performance analytics
  • Report generation (PDF/Excel)
  • Data validation and approval workflows
  • Integration capability with existing Government IT System

Backend and Database:

  • Secure, scalableand cloud-hosted backend (Government-approved cloud preferred)
  • Data encryption, authenticationand privacy compliance as per GoI standards

Deliverables:

  • Mobile app and dashboard
  • Secure backend and database setup

User Management and Roles

  • Administrator (State/District level)
  • Midwifery Educator
  • NPM Trainee
  • Institutional Head (NMTI/SMTI/MLCU)
  • Monitoring Officer

C. Phase III – Testing and Quality Assurance

  • Conduct Unit Testing, Integration Testingand User Acceptance Testing
  • Rectify issues and ensure compliance with functional and security standards.
  • Conduct performance and stress testing prior to deployment.

Deliverables:

  • Testing report
  • Security audit certificate
  • Final tested version ready for deployment

D. Phase IV – Deployment and Training

  • Host application and dashboard on approved cloud/server.
  • Pilot testing in one NMTI and one SMTI before statewide rollout.
  • Conduct user orientation and training sessions for MEs, traineesand administrators.
  • Provide user manuals, training materialsand demo videos.

Deliverables:

  • Live hosted system
  • Pilot implementation report
  • User training completion report

6. Roles and Responsibilities

 

Agency

  • Design, develop, testand deploy the system as per approved specifications.
  • Ensure data security, quality assuranceand timely delivery.
  • Provide postdeployment maintenance and user support.

7.Eligibility Criteria

  • Minimum 5 years’ experience in software/application development for government/health sector.
  • Proven track record of developing health MIS/mobile applications.
  • Availability of in-house team comprising:
  1. Project Manager
  2. System Analyst
  3. Full Stack Developer
  4. Mobile App Developer
  5. Designer
  6. QA Tester
  7. Training and Support Executive

8. Reporting and Coordination

  • The selected agency will work in close coordination with UNFPA, State MH Divisionand CECOEDECON
  • Weekly progress review/coordination meetings will be held to monitor timelines and deliverables

9. Overall outcome:

  • Digital platform enabling real-time monitoring of NPMs and MEs
  • Standardized, reliable and scalable data system for state level decision making and review meeting
  • Improved accountability, transparency, and performance tracking in Midwifery education. 

10. Timeline :  The assignment period will be around 1.5 month.

 

11. Intellectual Property 

  • All information pertaining to this project belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the UNFPA/CECOEDECON who shall have exclusive rights over their use.
  • All illustrations, graphics, or fonts must be licensed for unrestricted use by CECOEDECON/UNFPA. 
  • Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the UNFPA/CECOEDECON.  

12. Application Procedure :Applicants are required to submit the following: 

  • A Technical Proposal: Letter of Interest stating why you consider your service suitable for the assignment and a brief methodology on the approach and implementation of the assignment and a tentative timeline.
  • Personal CVs of technical personnel proposed for this project highlighting qualifications and experience in similar projects
  • Sample work previously done for other clients.
