For Technical Consultancy Service Providers – Digital Solutions for TB Financial Protection Program

Issued by: Society for the Upliftment of Villagers & Development of Himalayan Areas (SUVIDHA) 


1. Background
The Tuberculosis Financial Protection Program, implemented by SUVIDHA, is designed to protect vulnerable informal workers from the economic and health burden of TB. Given the mobility, low literacy, and digital-first habits of this workforce, the program will rely heavily on technology-enabled solutions to provide scalable, multilingual, and user-friendly access to entitlements and support services. To enable this, SUVIDHA is seeking technical service providers who can design, develop, and maintain digital tools that strengthen communication, user engagement, claims processing, and real-time monitoring. 

2. Scope of Work 

The selected service provider(s) will deliver the following components: 

1.                Chatbot Design and Development

  • Build a multilingual WhatsApp-based chatbot tailored for low-literacy, mobile-first users.
  • Integrate functionalities for onboarding, claims support, policy document delivery, reminders, and TB-related alerts.


2.                Back-End Infrastructure

  • Set up secure cloud-based storage and processing systems.
  • Enable integration with national TB systems (e.g., Nikshay) for claim validation and impact measurement.


3.                Monitoring Tools

  • Develop analytics dashboards to track user journeys, treatment adherence, and program delivery.
  • Ensure database syncing and structured reporting to SUVIDHA and partners.


4.                Call-Based Support System

  • Create and integrate helpdesk ticketing systems, multilingual voice call support, and call routing.
  • Provide real-time query resolution, claims assistance, and grievance redressal in local languages.

3. Eligibility Criteria Technical service providers must:

  • Be a legally registered entity in India with GST registration.
  • Have minimum 3 years of experience in chatbot development, ICT solutions, or digital service delivery.
  • Demonstrate proven experience with multilingual platforms, WhatsApp APIs, or IVR/call systems.
  • Have strong capabilities in secure data management, cloud systems, and dashboard reporting.
  • Prior work with health programs, government integrations, or CSR-funded projects is mandatory


4. Submission Requirements
 Interested service providers should submit:

  • Company Profile – registration details, years in operation, staff expertise. GST certificate.
  • Relevant Experience – past work on chatbots, call-centres, or ICT tools and health project
  • Financial Proposal – Funds for carrying out listed work
  • Contact Details – authorized representative’s name, designation, phone, and email.


5. Application Process

  • EOIs must be submitted by 13/10/2025 to procurement@suvidha-india.org with subject line: EOI – Technical Consultancy Service Providers Service Provider – Digital Solutions for TB Program
  • Shortlisted providers will be contacted for further discussions and contracting.
