Expression of Interest (EOI) for consultancy service for Baseline for Tuberculosis Financial Protection Program

1. Background

The Tuberculosis Financial Protection Program, implemented by SUVIDHA, is designed to protect vulnerable workers from the financial and health shocks caused by TB. A critical element of the program is door-to-door engagement at construction sites, ensuring that marginalized migrant workers are reached, informed, and enrolled.

To achieve this, SUVIDHA seeks consultancy service providers who can support with baseline surveys, in high-priority urban geographies. 2. Scope of Work The selected service providers will support SUVIDHA through:

• Connect with contractors, construction firms, and real estate associations (e.g., CREDAI).
• Document socio-economic profiles, prior TB exposure, financial risks, and health-seeking behaviour.
• Submit structured baseline data for SUVIDHA’s program dashboard.
• The agency will onboard minimum one lakh marginalized workers in risk of TB.

3. Eligibility Criteria On-field service providers must:

• Be a legally registered entity in India with GST Registration.
• Have at least 3 years’ experience in field surveys or awareness activities.
• Demonstrate experience working with construction workers, migrant labourers, or other informal sector groups.
• Possess basic digital capacity for data collection and reporting.
• Prior work in TB, public health, will be added advantage.

4. Submission Requirements Interested service providers should submit:

• Organizational Profile – legal details, GST registration, years in operation
• Relevant Experience – case studies, references of survey or mobilization work.
• Proposed Approach & Methodology – steps for surveys, awareness, and enrolment.
• Financial Proposal – Funds for carrying out listed work
• Geographic Presence – coverage in target cities.
• Contact Information – authorized representative’s name, designation, phone, email.

5. Application Process

• EOIs must be submitted by 13/10/2025 to procurement@suvidha-india.org with the subject line: (EOI) for consultancy service for Onboarding of Construction Workers for Tuberculosis Financial Protection Program
• Shortlisted providers will be contacted for further discussions and contracting.
