Section 1 

CFP No.  UNW-AP-IND-CFP-2025-05 a. CFP Letter for Responsible Parties UN Women plans to engage a Responsible Party as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents to provide the requirements as defined in the UN Women Terms of Reference. Proposals must be received by UN Women at the address specified not later than (time) 17:30 Hours India time on (date) 24 October 2025. The budget range for this proposal should be [INR 40,00,000 – 45,00,000] (Min. – Max.[1])]

1. Introduction[Please elaborate] Background/context for required services/results In 2022, India’s National Crime Records Bureau, responsible for compiling and analysing crime data, reported a 4% increase in 2021 in crimes against women in the country. The National Family Health Survey (2019-2021) revealed a distressing statistic: nearly 29.3% of Indian women aged 18-49 have endured domestic or sexual violence. The National Family Health Survey reveals a distressing statistic: nearly 29.3% of Indian women aged 18-49 have endured domestic or sexual violence. Despite India's progressive laws against domestic violence and workplace sexual harassment, the challenge lies in their enforcement, thereby restricting victims' access to justice and safety. This issue demands more robust preventive measures and accountability for perpetrators. Varied barriers and vulnerabilities confront women across different demographics, impeding their participation in educational, professional, and public spheres and negatively affecting their health and overall quality of life. There’s a pressing need to strengthen existing response and prevention efforts. Sakhi the One Stop Centre (OSC) is a scheme being implemented by the Government of India across the since 2015. It provides integrated assistance under one roof to women affected violence, both in private and public spaces (included online spaces). It also provides an integrated range of services including medical services, legal aid, temporary shelter, police assistance, psychosocial counselling for women survivors and those at the risk of violence. OSCs are integrated with Women’s Helplines which is open 24 hours a day to provide information on redressal mechanisms for survivors and women at risk of violence. Under the overarching Mission Shakti, Swadhar Greh for Women in difficult circumstances and Ujjawala for Prevention of Trafficking have been merged and known as Shakti Sadan which is an Integrated Relief and Rehabilitation Home for women in distress situations including trafficked women. The Scheme is a demand driven centrally sponsored scheme, under which funds are released directly to the States/UTs for implementation of the scheme. It aims at creating a safe and enabling environment for the women in distress situations, to enable them to overcome the difficult circumstances. Under the Scheme, financial assistance is provided to States and Union Territories for running Shakti Sadans in rented premises. The residents of Shakti Sadan are provided with shelter, food, clothing, counselling, primary health facilities and other daily requirements. The residents are also provided vocational training, facility for opening of bank accounts, social security benefits etc, in convergence with the relevant departments. The scheme has the provision to provide Rs.500/- per month per beneficiary in the beneficiary's Jan Dhan Account, which cannot be withdrawn by the account holders during their stay in the Home. Presently, 445 Shakti Sadans are functional across the country. UN Women is looking for services of an expert CSO/NGOs for strengthening functioning of a select OSCs (3) and 1 Shakti Sadan through capacity building, building robust documentation, reporting and monitoring the functions of these Centres. UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women, men and diverse genders as partners and beneficiaries of development, human rights, humanitarian action and peace and security. All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes. UN Women’s work on ending violence against women focuses on advocacy for, and support to, women and girls’ access to quality, multi-sectoral services essential for their safety, protection, and recovery, especially for those who already suffer multiple forms of discrimination. UN Women, with the triple mandate, and technical expertise on Ending Violence Against Women from proven response and prevention models (Gender Responsive Policing framework, Essential services package, Safe Cities, Spotlight, Pacific Partnership, RESPECT, etc.) along with its strong and unique partnerships with other UN agencies, CSOs, and WROs, to accelerate gender transformative work in this area of gender equality. UN Women’s efforts align with India’s United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2023-2027 aimed at Leaving No One Behind. UN Women leads Outcome 6 of the UNSDCF framework, which prioritizes Gender Equality and Women’s Empowerment. The Entity’s mission is to drive sustainable and inclusive economic growth by 2027, while promoting safe workplaces for women. Based on the principles of trauma informed care and survivor centric method UN Women would like to commission an organisation to specifically undertake the following tasks:
  1. Demonstrate a survivor centric One Stop Centre (selection at three sites in Delhi NCR to be determined in consultation with UN Women and Ministry of Women and Child Development)
  2. Demonstrate a gender responsive and empowering Shakti Sadan (selection of one Shakti Sadan to be determined in consultation with UN Women and Ministry of Women and Child Development) 
General overview of services required/results: Objective of Demonstrating a Model OSC and Shakti Sadan
  1. Empower both selected OSCs and Shakti Sadan by strengthening processes linked to its daily functioning at various levels-operational, infrastructural, service delivery, reporting mechanisms, awareness generation, linkages with government schemes and policies, monitoring and evaluation frameworks, efficient role clarity of service providers and effective convergence and coordination with other stakeholders.
  2. Demonstrate a model centre which can be replicated and scaled up in other parts of the country with specific recommendations for policy action by adhering to specific tasks:
  • Benchmarking of effectiveness of One Stop Centres (OSCs) and Shakti Sadans (SS) by development of a comprehensive framework to assess performance and quality of services.
  • Evidence generation on best practices on effective functioning of OSCs and SSs.
  • Strengthening MIS systems which will help in document, monitor and evaluate effective Shakti Sadans and OSCs.
  • Build Linkages at local level for skill building/ livelihood opportunities for rehabilitation of survivors accessing Shakti Sadan.
  • Standards and guidelines service provision across sectors developed and made available including for ensuring women to have access to the range of essential services.
  • Capacity development and awareness raising of key stakeholders.
The proposal must also include the brief of the sub-partner organization, in case, if the proponent wishes to engage any sub partner (for ex., the rationale of selections, roles, responsibility and accountability, specialised organisation on audio-visual training materials etc.). Location: Delhi-NCR  

 Submission of Proposals Technical and financial proposals should be submitted as part of the template for proposal submission (Annex B2) Technical and financial proposals should be submitted simultaneously but in separate emails or separate email attachments with the CFP reference and the clear description of the proposal (technical or financial) by the date and time stipulated in this document. If the emails and email attachments are not marked as instructed, UN Women will assume no responsibility for the misplacement or premature opening of the proposals submitted. The email text bodies for each of the technical and financial proposals should indicate the name and address of the proponent and the description of the proposal (technical or financial). The technical email should not contain any pricing information; nor should the financial email contain any components of the technical proposal.

Proposals should be received by the date, time and means of submission stipulated in this CFP. Proponents are responsible for ensuring that UN Women receives their proposal by the due date and time. Proposals received by UN Women after the due date and time will be rejected.

 

When receiving proposals by email (as is required for the CFP), the receipt time stamp shall be the date and time when the submission has been received in the dedicated UN Women inbox. UN Women shall not be responsible for any delays caused by network problems, etc. It is the sole responsibility of proponents to ensure that their proposal is received by UN Women in the dedicated inbox on or before the prescribed CFP deadline.

 

Late proposals: Any proposals received by UN Women after the deadline for submission of proposals prescribed in this document, will be rejected.
