About Project:

 

Project Background – IMPACT India

Impact India (Integrated Measures for Prevention and Care in TB) is a flagship project implemented by KHPT as the Prime Recipient with funding support from the Global Fund. Through this initiative, KHPT plays a pivotal role in supporting the Central TB Division (CTD) in India’s efforts to eliminate tuberculosis.

The project is designed to deliver targeted, high-impact interventions through three strategic pillars:

· Community Engagement – Mobilizing and empowering communities to take ownership in TB prevention and care.

· Technical Assistance (TA) – Strengthening programmatic and system-level capacities through evidence-based support.

· Capacity Building – Enhancing the skills and capabilities of stakeholders across the TB ecosystem to ensure sustainable impact.

IMPACT India represents KHPT’s commitment to advancing India’s public health goals through innovation, collaboration, and systemic strengthening.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State TB Officers of the respective state, the State Finance and Accounts Experts (SFEAs) will provide technical expertise in financial management, accounting, and compliance to strengthen and scale private sector engagement for TB care in alignment with national and state priorities. The SFEAs will work closely with State/ UT TB Cells and the Central TB Division (CTD) to enhance private sector contributions towards TB notification, treatment, and adherence, while ensuring quality monitoring, transparency, and accountability.
 
Key Responsibilities:

(1) Coordination with State/ Districts for payment related matters;
(2) Implementation of various tools of as provided by CTD from time to time for monitoring of payment of partners in the state;
(3) Providing support to state/district in releasing payments to various private partners including PPSA/ PPM scheme;
(4) Providing inputs in payment terms/financial proposal formats during development of various RFPs and other contract related documents;
(5) Supervisory visits to districts;
(6) Provide Technical Assistance (TA) to the State for finance and budget related matters;
(7) Capacity building of state/ district officials for payment mechanism, Procurement of PPSA and other financial matters;
(8) Support in organizing review meeting of PPSA partners and various other partners for PPM schemes;
(9) Support in implementation of Contract Management Tool in State/district and at Partners level;
(10) Undertake any other activities as assigned by Nodal person from CTD/State in the interest of NTEP /TB Elimination in India.

4. DELIVERABLES AND KEY PERFORMANCE INDICATORS (KPIS):

Appointed State Finance & Accounts Experts (SFAEs) at the States need to adhere to the key performance indicators for private sector engagement, as outlined in the table available at the link below, and submit the requisite reports in a timely manner.

 QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:

         
Essential:
(1) Graduate in Finance/ Commerce/ MBA (Finance) from a recognized University/ Institute;
(2) Minimum five years of post-qualification experience in senior financial leadership roles with health ministry/ public sector/ multilateral projects or non-profit organizations;
(3) Experience in similar projects will be an added advantage;
(4) Excellent understanding of various payment results-based approaches, contract management/ payment tools, various payment matrices and contract clauses in public- private mix projects;
(5) Strong understanding of financial laws, direct/ indirect taxation, accounting standards, and regulatory frameworks Experience in drafting policies, SoPs, operational guidelines at National level.
(6) Excellent communication skills to engage with government stakeholders, donors, vendors, and internal teams.
(7) Experience of financial management at TSU projects at national/ state level would be an added advantage.


Desirable:
Masters in Finance/ Commerce/ MBA (Finance) from a recognized University/ Institute or Chartered Accountant and 2 years’ experience in TB at National/ State level. 


Experience, Skills and Competencies:

(1) Strong understanding of financial laws, direct/ indirect taxation, accounting standards, and regulatory frameworks;
(2) Excellent understanding of various payment for result based funding approaches, contract management/payment tools, various payment matrices and contract clauses;
(3) Strong analytical background with organizational skills (e.g., budgeting, financial management);
(4) Working knowledge of computers including MS Office package essential;
(5) Technical expertise in the areas of overall financial management and planning;
(6) Ability to interaction and deliberate financial discussions with relevant stakeholders, private partners and donor agencies;
(7) Conversant with computer operations required for virtual meetings/ interactions;
(8) Ability and willingness to travel extensively;
(9) Proficiency in spoken and written English is essential

 

6. COMPENSATION:

 

Metro Cities: The monthly remuneration for this position will be in the range of Rs. 1,25,000 to Rs. 1,50,000

Non-Metro Cities: The monthly remuneration for this position will be in the range of Rs. 1,00,000 to Rs. 1,25,000

 

The final offer will be determined as per organisational policies, considering the candidate’s demonstrated skills, competencies, experience, and other applicable factors.

The professional fee will be subject to applicable tax deductions as per prevailing laws. 

 

7. NATURE OF ENGAGEMENT:

 

The State Finance and Accounts Experts (SFEAs) will be engaged as a consultant on a full-time basis under a fixed-term consultancy contract with KHPT.

Note: This position requires extensive travel to project locations, and the candidate must be comfortable with it.
