About Project:

 

Project Background – IMPACT India

Impact India (Integrated Measures for Prevention and Care in TB) is a flagship project implemented by KHPT as the Prime Recipient with funding support from the Global Fund. Through this initiative, KHPT plays a pivotal role in supporting the Central TB Division (CTD) in India’s efforts to eliminate tuberculosis.

The project is designed to deliver targeted, high-impact interventions through three strategic pillars:

· Community Engagement – Mobilizing and empowering communities to take ownership in TB prevention and care.

· Technical Assistance (TA) – Strengthening programmatic and system-level capacities through evidence-based support.

· Capacity Building – Enhancing the skills and capabilities of stakeholders across the TB ecosystem to ensure sustainable impact.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State TB Officers of the respective state, the State Contract Management Experts (SCMEs) will provide technical expertise in contract management, compliance, and partner coordination to strengthen and scale private sector engagement for TB care in alignment with national and state priorities. The SCMEs will work closely with State/UT TB Cells and the Central TB Division (CTD) to enhance private sector contributions towards TB notification, treatment, and adherence, while ensuring quality monitoring, transparency, and accountability.
 
Key Responsibilities:
(1) Regular monitoring the Contracts awarded vs. approved;
(2) Ensure that the Down-stream contracts are issued within budget and legality of contracts and their proper commissioning;
(3) Managing the contracting process in accordance with State / CTD guidelines and in a timely manner;
(4) Coordinate with all districts responsible for procurement on a regular basis and provide support in procurement process / contracts prepared by the state / districts;
(5) Support and supervise the procurement functions of all districts to provide complete integrity and transparency;
(6) Support in periodic review of the PPSA / other partners;
(7) Implement contracts, procurement, and operations as per provided formats (to the extent possible) by CTD from time to time to ensure timely engagement and deployment of quality implementation partners;
(8) Support in implementation of contract management tool for state/districts and at partner level;
(9) Undertake any other activities as assigned by Nodal person for CTD/ State in the interest of NTEP /TB Elimination in India.

4. DELIVERABLES AND KEY PERFORMANCE INDICATORS (KPIS):

Appointed State Contract Management Experts (SCMEs) at the States need to adhere to the key performance indicators for private sector engagement, as outlined in the table available at the link below, and submit the requisite reports in a timely manner.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:

         
Essential:
(1) Graduate degree in Procurement, Supply Chain, or Business Administration;

(2) Minimum five years of post-qualification experience in procurement and contract management, preferably in donor-funded or public health programs;
(3) In-depth knowledge of Government of India procurement rules (GFR 2017 etc.), and procurement frameworks (World Bank, Global Fund, UN).

Desirable:
Postgraduate degree in Procurement, Supply Chain, or Business Administration and 2 years of relevant experience in TB progamme at National/ State level.


Experience, Skills and Competencies:

(1) Experience in procuring goods and services related to health projects;
(2) Ability to prepare, review, and negotiate procurement and contract documents including RFPs, comparative statements, evaluation reports, and agreements;
(3) Strong understanding of budgeting, financial planning, and cost-control mechanisms related to procurement;
(4) Demonstrated experience in vendor development, performance evaluation, and supplier relationship management;
(5) Proficiency in procurement and contract management software, ERP systems, and digital MIS tools;
(6) Strong analytical, negotiation, and problem-solving skills with ability to manage multiple procurement processes simultaneously;
(7) Certifications such as CIPS/ CSCP/ CPPP, or equivalent;
(8) Excellent communication skills to engage with government stakeholders, donors, vendors, and internal teams;
(9) Proficiency in spoken and written English is essential 


6. COMPENSATION OFFERED:

 

Metro Cities: The monthly remuneration for this position will be in the range of Rs. 1,00,000 to Rs. 1,25,000

Non-Metro Cities: The monthly remuneration for this position will be in the range of Rs. 75,000 to Rs. 1,00,000

 

The final offer will be determined as per organisational policies, considering the candidate’s demonstrated skills, competencies, experience, and other applicable factors.

The professional fee will be subject to applicable tax deductions as per prevailing laws. 

 

7. NATURE OF ENGAGEMENT:

 

The State Contract Management Experts (SCMEs) will be engaged as a consultant on a full-time basis under a fixed-term consultancy contract with KHPT.

Positions based in Metro Cities:
Pune (Maharashtra), New Delhi (Delhi), Mangalagiri, Guntur (Andhra Pradesh)
Positions based in Non-Metro Cities: Lucknow (Uttar Pradesh), Patna (Bihar), Bhopal (Madhya Pradesh)

Note: This position requires extensive travel to project locations, and the candidate must be comfortable with it.
