1. POSITION VACANT: Specialist – Data Science, India Health Action Trust, Lucknow

2. ORGANISATIONAL AND PROJECT BACKGROUND:

India Health Action Trust (IHAT) was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has been working closely with the Government of India and different state governments, including Uttar Pradesh, Madhya Pradesh, Karnataka, Rajasthan, Delhi and Bihar, to achieve public health goals.

IHAT's work is focused on the areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. IHAT uses program science to optimise and scale public health programs while partnering with governments and communities.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Specialist – Data Science (SDS) will report to the Deputy Director – Data Science and support the data science initiatives of the Department of Health and Family Welfare and the Department of Medical Education, Uttar Pradesh, to improve public health. The SDS will work closely with cross-functional organizations and teams, including government officials, vendors, IHAT teams, and other partner organizations of IHAT, to identify data science opportunities, develop strategies, and implement innovative data science solutions to enhance the public health system.

Key Roles and Responsibilities:

(1) Developing end-to-end data science-related projects at IHAT;
(2) Collaborating with vendors to implement large scale data science products for public health;
(3) Taking ownership of the complete lifecycle of data science products, from conception to rollout, encompassing capacity building of end users and related activities;
(4) Knowledge dissemination including effectively communicating complex findings to both technical and non-technical audiences, sharing insights through presentations, reports, paper publications, and visualizations, and mentoring junior team members.
(5) Any other work as assigned by the supervisor.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) A master degree or higher such as PhD, M. Tech., MCA, MSc. relevant to Digital/ Information Technologies, Computer Science/ Data Science/ Computer Applications, or its equivalent;
(2) Minimum of three to five years of professional experience in advanced machine learning, deep learning, and AI techniques is essential;
(3) Leadership experience in managing data science teams or projects, and/or working with data science teams in government organizations, shall be preferable.

Skills and Competencies:

(1) Proficiency in Python, SQL and Excel is required;
(2) Expertise in machine learning and deep learning techniques specifically in image processing, predictive modeling, natural language processing, and data mining is essential;
(3) Experience in Android application programming will be an added advantage;
(4) Good knowledge of version control, continuous delivery, unit testing, documentation, and release management;
(5) Knowledgeable about cloud-based platforms (AWS, Google Cloud Platform, Azure) and GPU acceleration for scalable model development.

(D) Relationships

(1) Internal: Deputy Director, Data Science and other internal team.

(2) External: Officials of the Government of Uttar Pradesh (GoUP).

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
