1. POSITION VACANT:  Monitoring and Documentation Officer, Seva Foundation, Work Remotely from Delhi/ NCR

 

 

2. ORGANIZATIONAL BACKGROUND:

 

Seva Foundation (Seva) is a global non-profit eye care organization that transforms lives by restoring sight and preventing blindness. They train local eye care providers and develop self-sustaining eye programs around the world. Together, Seva provides critical eye care to underserved communities, especially women, children, and indigenous peoples. Seva has helped more than 5 million blind people regain their sight in more than 20 countries.

 

Seva started working in India in 1978 and has been consistently investing in the development of eye care service strategies, clinical and program support, research, and capacity building of the partner institutions. At present, they work with more than 60 hospitals and partner organizations across 18 Indian states and union territories.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Function:

The Monitoring and Documentation Officer (MDO) will be responsible for monitoring and documenting Seva-funded projects and programs at partner hospitals and organizations and throughout their lifecycle, ensuring they are appropriately classified, filed, stored, and accessible, while also maintaining internal standards. The role is tasked with improving the program quality, monitoring, day-to-day management of program activities, and evidencing our work. The role provides support to the program and operations team, assisting with the implementation and measurement of impact.

 

The role is vital for the documentation of growing country programs with a focus on program monitoring and impact assessment. Reporting to the Regional Director - Asia, the MDO, will take overall responsibility for program monitoring and record keeping, and documentation. S/he will assist the program officers in preparing reports, documenting the learning of Seva programs India, with some focus on other countries in the region. In coordination with the Director, Impact and Learning, the postholder shall roll out the program monitoring, evaluation, accountability and learning (MEAL) framework, to track delivery against targets/ projections, indicators, outcomes, and impact. S/he will also be responsible for ensuring valid and verifiable data collection, reporting, and analysis.

 

Key Job Responsibilities:

(A)
Monitoring, Evaluation, Accountability, and Learning (MEAL)
(1) In line with global guidance, develop a structured MEAL system and define procedures to document the program in an efficient manner;
(2) Monitor key performance indicators within the country-level MEAL system to ensure data-driven decision-making and incorporation of learnings into program design;
(3) Synthesize and disseminate key programmatic insights with the team and partners monthly and quarterly;
(4) Coordinate all the assessments and evaluations in the country, including planning and reporting on the same;
(5) Conduct periodic field visits to monitor activities of implementing partners to assess progress, identify and anticipate implementation problems, and make the most effective use of available program resources.

 

(B) Document Management:
(1) Work with program teams to establish standard documentation templates, formats, and styles;
(2) Ensure documentation received meets requirements and flag where information is needed;
(3) Serve as a point of contact for questions related to documentation;
(4) Consolidate partner reports and Seva supported events that summarize key outputs.

 

(C) Reporting, Evidencing, and Data Management 
(1) Develop and manage high-quality written content, including concept notes, reports, publications, and evidence-based outputs related to Seva’s program areas such as eye health and health systems;
(2) Contribute to research and knowledge sharing by supporting coordinated studies, literature reviews, and documentation of M&E and information management processes;
(3) Produce and coordinate targeted communications such as blogs, papers, and other outputs tailored for diverse stakeholders to share learnings and best practices;
(4) Support learning and/or collaboration events to promote learning among various stakeholders, including the dissemination of lessons learned and best practices.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification
(1) Applicants must have a bachelor’s degree in public health, Optometry, ophthalmic sciences, or a related field. A master’s degree in a related field is preferred;
(2) A bachelor’s degree in optometry or work experience in Eye health is preferred.

Experience 

(1) Minimum five years of professional experience in Monitoring, Evaluation and Learning (MEAL) for large, multi-year development programs, including developing performance management plans, developing indicators and targets, conducting evaluations, and reporting on project activities;
(2) Proven leadership in strengthening state and other local government systems to improve the availability and use of data for decision making;
(3) Ability to use machine learning tools and other emerging technology to synthesize information.

Skills and Competencies

(1) Strong communication and interpersonal skills, including experience providing sensitive feedback in a diplomatic manner;
(2) Possess analytical and problem-solving skills;
(3) Ability to write clearly and concisely;

(4) Ability to travel up to 40% of the time.

 

Attributes:

The incumbent should be capable of managing multiple and complex tasks; thrive under pressure, time, and complexity; have strong people skills and the ability to develop a strong team spirit; and be capable of interfacing successfully with internal actors, donors, and partners to resolve program issues. The incumbent should be well-organized and self-motivated with demonstrable writing, management, and creative problem-solving skills.

5. COMPENSATION OFFERED:
 

The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

 

6. LOCATION: The post-holder shall work remotely and must be based in Delhi-NCR

8. MODALITY OF ENGAGEMENT: This is the full-time consultancy position and the successful candidate shall be engaged through consultancy contract initially for one year. The contracts may be renewed/ extended based on performance.
