Job Description
1. POSITIONS VACANT: Consultant, International Not-for-Profit Organization (INPO), New Delhi.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant - Veterinary Microbiologist based in New Delhi for its Animal Health related project. The position will work closely with the India country office and state office teams for strengthening the veterinary lab capacity. The position will report to the Associate Director. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Conduct gap assessments of veterinary laboratory systems, including assessing capacities for zoonotic disease detection and antimicrobial resistance (AMR) detection; implement tailored improvements including infrastructure, equipment, and workflows;
(2) Support the enhancement of diagnostic and confirmatory testing capabilities at tertiary/secondary-level veterinary facilities;
(3) Train veterinary laboratory personnel on pathogen-specific diagnostic techniques for animal diseases, standard operating procedures (SOPs), and biosafety protocols;
(4) Assess existing disease diagnostic laboratory infrastructure and optimize it for animal pathogen identification and surveillance;
(5) Develop and enforce disease-specific biosafety and biosecurity protocols for laboratories handling priority animal pathogens;
(6) Conduct training sessions and compliance audits to ensure adherence to standards;
(7) Develop veterinary laboratory networks and sample referral systems;
(8) Establish procedures for effective laboratory data management, sharing, and analysis in the context of animal health;
(9) Develop protocols for laboratory confirmation and accurate reporting of animal diseases;
(10) Draft SOPs for laboratory surveillance, including zoonotic diseases and AMR monitoring;
(11) Conduct trainings on laboratory surveillance, AMR, veterinary laboratory management, and related topics;
(12) Support the development of data collection tools and procedures for project monitoring and evaluation;
(13) Document best practices and create guidelines for veterinary laboratory systems strengthening, including diagnostic protocols, biosafety measures, and data management;
(14) Liaise with relevant stakeholders to implement laboratory strengthening activities and ensure alignment with national and state priorities;
(15) Perform other tasks as assigned by the supervisor to achieve project goals;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must be DVM/ MVSc/ PhD in veterinary microbiology;
(2) At least 5 Years experience in implementing veterinary lab programs;
Skills and Competencies:
(1) Familiarity with the Indian veterinary public health system, newer initiatives in the animal health sector and relevant government policies/ strategies particularly National Animal Disease Control Programme, and Livestock Health and Disease Control Programme;
(2) Understanding and experience of using Lab Mapping Tools for diagnostics strengthening;
(3) Knowledge of Laboratory QMS and its application in animal health will be desirable;
(4) Experience in capacity building e.g. developing content, planning, and facilitating training and providing technical assistance will be desirable;
(5) Ability to work independently and as part of a team in a fast-paced environment;
(6) Experience working with government agencies, international organizations, and NGOs in the animal health sector;
(7) Ability to analyse data and produce documents and reports of professional quality and coordinate activities independently;
(8) Fluency in spoken and written English and Hindi required;
(9) Computer skills demonstrating competency in MS Office Suite;
(10) Ability to handle a variety of assignments under pressure of deadlines;
(11) Ability to multitask and work in a multi-cultural team;
(12) Ability to develop productive working relationships with other team members, agencies, stakeholders and other organizations;
(13) Excellent communication, interpersonal, and organizational skills;
(14) Ability to travel up to 30% of the time;
5. CONSULTANCY FEE: The overall consultancy fee budgeted for 6 months for the position is INR 12,00,000/- including (consultancy + M&IE + Stay + travel as per actual).

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of six months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
