1. POSITION VACANT: Consultant – Climate Finance, New Delhi, SAMS

 

2. ORGANISATIONAL BACKGROUND:

PROJECT BACKGROUND:

 

The Ministry of Environment, Forest, and Climate Change (MoEF&CC), as the nodal agency, is leading the development of India’s National Adaptation Plan (NAP), an essential framework to integrate climate adaptation into India’s core development planning. Aligned with global mandates such as the Cancun Adaptation Framework and the Paris Agreement, India’s NAP aims to establish a cohesive approach to adaptation across priority sectors, enhancing resilience at national and sub-national levels.  In partnership with the Ministry of Environment, Forest and Climate Change (MoEF&CC), GoI,UNDP is implementing the project “Building Climate Resilience in India by Initiating the National Adaptation Plan Process and Scaling Up Adaptation Finance” under the Green Climate Fund’s (GCF) Readiness and Preparatory Support Programme. 

The project’s main objective is to enhance India’s resilience to climate risks and impacts through a comprehensive National Adaptation Plan (NAP). The NAP will guide the integration of adaptation strategies into development planning and support adaptation finance scaling. This will involve assessing climate risks, developing adaptation strategies using both scientific and traditional knowledge, and promoting inclusive, evidence-based planning at all levels. 

 

3. JOB PURPOSE AND SCOPE OF WORK (SOW):

The Consultant will work under the direct supervision of the GCF Focal Point, Ministry of Environment, Forest and Climate Change as well as the Unit Head – Action for Climate and Environment, UNDP to undertake the following tasks:

Duties and Responsibilities:
(1) Supporting MoEF&CC with technical work relating to climate finance, green & sustainable finance, matters related to Union Budget announcements.

(2) S/he will be responsible for supporting the Ministry with technical briefs/position papers.

(3) Support work related to inputs for Economic Survey.
(4) Ensuring knowledge management, collection, processing and distributing relevant information, monitors communication and interaction between government institutions, partner organizations and society through analyses of the media, direct dialogue, participation in meetings and seminars both national and international, etc.

(5) Supporting matters related to Article 9-12 of the Paris Agreement.

(6) Supporting matters related to the Adaptation Fund (AF) and Global Environment Facility (GEF) projects focusing on climate change.

(7) Support the Ministry with technical briefs/position papers/country submissions for the session of the UNFCCC Subsidiary Bodies (SBI & SBSTA) and UNFCCC COP.

(8) Preparing presentations relating to agenda items for the IMCG meetings for finance-related matters of the COP/CMA etc.

(9) Coordinating and facilitating MDB meetings (World Bank & ADB) within the Ministry.

(10) Reviewing and examining funding proposals for GCF/ AF.

(11) Support MoEF&CC in coordinating the project relating to climate action in India as directed and contribute the discussion and deliberation on project implementation, support for replication and up scaling of experiences gained through the project.

(12) Support the work relating to the climate finance regarding the India-Sweden Industry Transition Partnership (ITP).

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualification:

Master’s degree or equivalent in Environment Management or other related fields will be given due consideration

Experience:
(1) At least 9 years of post-qualification experience, after master’s degree.

(2) Prior experience with donor-funded projects, UN agencies, or development sector projects will be an asset;

(3) Additional experience in procurement of goods and services is desirable.


Skills & Competencies:
(1) Experience of working with the Government organizations/Ministries is required.

(2) Experience in usage of office equipment and office software packages (MS Word, Excel, etc),

(3) Experience in handling of web-based management systems

(4) Persons with additional qualification and/or research experience would be preferred.

(2) Excellent communication skills to translate data and analytics for diverse stakeholders;

(3) Effective coordination and collaboration within multi-disciplinary teams;

(4) High attention to detail, accuracy, and scientific integrity;

 

5. DURATION OF ASSIGNMENT: Six months (Renewable based on performance and other factors)

 

6. CONSULTANCY FEE:

The monthly consultancy fee for the position is budgeted at INR 133,000/-. The professional fee will be subject to withholding taxes, as applicable.

7. NATURE OF ENGAGEMENT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
