Job Description
1. POSITIONS VACANT: Consultant- BMW Quality, International Not-for-Profit Organization (INPO), Remote.
2. ORGANISATIONAL BACKGROUND:
Our client is a respected international not-for-profit, that works in public health, to improve the health of disadvantaged communities, across the globe.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant- BMW Quality who will be responsible for conducting assistance to feasibility Study of Effluent Treatment Plan (ETP) and BMW Authorization in public health facilities of state of Uttar Pradesh for NQAS (National Quality Assurance Standards) Certification. S/he will report to the State Lead. The Consultant- BMW Quality will also have dotted line reporting to the Program Officer-CPHC/Quality, Jhpiego. S/he will be responsible for the following work;
Key Job Responsibilities:
(1) Feasibility Study of ETPs;
(a) Assess current liquid waste management systems in the identified facilities;
(b) Evaluate infrastructure, costs, operational requirements, and sustainability of proposed ETPs;
(c) Recommend appropriate technology models (on-site ETP, Common ETP linkage, etc.);
(2) BMW Authorization Process Mapping;
(a) Document the end-to-end process for obtaining BMW authorization from SPCB;
(b) Identify gaps in current practices at facilities vis-à-vis statutory requirements;
(c) Develop a compliance checklist aligned with BMW Rules 2016 and Amendment 2019;
(3) Capacity Building & Guidance;
(a) Orient hospital staff and facility managers on BMW authorization procedures;
(b) Develop SOPs for BMW segregation, storage, transport, and disposal;
(c) Recommend monitoring mechanisms to ensure sustainability;
(4) Reporting & Documentation;
(a) Submit facility-wise feasibility reports for ETP installation/strengthening;
(b) Prepare a process flow document and guidance note for BMW authorization;
(c) Provide consolidated recommendations to the State Health Department for scale-up;
(5) Travel to States/Districts as per target geography and organizational requirements;
(6) Perform other activities, as assigned by the Supervisor to achieve organizational goals;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications and Experience:
(1) Applicants must be Postgraduate in Environmental Engineering / Public Health / Hospital Administration / Quality Management;
(2) At least 2-3 years’ experience in hospital waste management, quality, or environmental health;
Skills and Competencies:
(1) Familiarity with BMW Rules 2016 & 2019, SPCB authorization processes, and ETP Technologies, Experience in working with Government/Health Systems preferred;
(2) Should have excellent attention to detail to ensure that all project tasks are completed accurately and efficiently;
(3) Should be able to manage multiple tasks at once and prioritize tasks based on urgency and importance;
(4) Proficiency in both written and spoken English;
5. CONSULTANCY FEE: The consultancy fee budgeted for the position is INR 310,000/-.

8. NATURE OF CONTRACT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement initially offered for a period of one months. The contract is extendable based on performance and project requirements. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
