About Project:

 

Project Background – IMPACT India

Impact India (Integrated Measures for Prevention and Care in TB) is a flagship project implemented by KHPT as the Prime Recipient with funding support from the Global Fund. Through this initiative, KHPT plays a pivotal role in supporting the Central TB Division (CTD) in India’s efforts to eliminate tuberculosis.

The project is designed to deliver targeted, high-impact interventions through three strategic pillars:

· Community Engagement – Mobilizing and empowering communities to take ownership in TB prevention and care.

· Technical Assistance (TA) – Strengthening programmatic and system-level capacities through evidence-based support.

· Capacity Building – Enhancing the skills and capabilities of stakeholders across the TB ecosystem to ensure sustainable impact.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State TB Officers of the respective state, the State Public Health Experts (SPHEs) will provide technical expertise in public health management and stakeholder engagement to strengthen and scale private sector engagement for TB care in alignment with national and state priorities. The SPHEs will work closely with State/ UT TB Cells and the Central TB Division (CTD) to enhance private sector contributions towards TB notification, treatment, and adherence, while ensuring quality monitoring, transparency, and accountability.
 
Key Responsibilities:
(1) Promote use of Standards of TB Care in India (STCI) and assist in the implementation of tools provided by CTD from time to time and enablers for effective involvement of all care providers and stakeholders in NTEP;
(2) Assist State in development, piloting and the scale-up of operational models of Public Private Partnership in NTEP;
(3) Coordination with State / Districts, Medical Colleges, NGOs, Private practitioner, professional medical associations, corporate sector care and public sector care providers outside the Health Department;
(4) Provide Technical Assistance (TA) to State for the timely and complete reporting from various public private partnership project. Also facilitate the compilation and analysis of these reports at the state level and providing same to CTD;
(5) Provide TA to the state for monitoring and evaluation of public private collaborative activities under NTEP;
(6) Analysis of data and discuss same with counterpart at CTD and provide solutions to States/ districts on regular basis;
(7) Inter sectoral coordination and resource mobilization, document learnings from one site and disseminate knowledge to others;
(8) Undertake any other activities as assigned by Nodal person -CTD/ State in the interest of NTEP/ TB Elimination in India.

4. DELIVERABLES AND KEY PERFORMANCE INDICATORS (KPIS):

Appointed State Public Health Experts (SPHEs) at the States need to adhere to the key performance indicators for private sector engagement, as outlined in the table available at the link below, and submit the requisite reports in a timely manner.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience:

           
Essential:
(1) Master’s or Diploma in public health/Community Medicine/ Preventive & Social Medicine / Social Sciences or any other related field from a recognized University/ Institute;
(2) Minimum five years post-qualification experience in public Health / infectious disease at National/ State level.
(3) Preference will be given who has NTEP experience, excellent knowledge of Ni-Kshay, data analysis, Problem solving etc., development of various tools;
(4) Good understanding public private mix in NTEP and various models for engaging private partners for optimum utilization of available resources etc.;
(5) Excellent communication skills to engage with government stakeholders, donors, vendors, and internal teams.


Desirable:
At least experience of two years in TB programme at National/ State level.

Experience, Skills and Competencies:
(1) Experience in working in public private-mix projects;
(2) Skilled in developing log frame matrices and project-level M&E indicators;
(3) Technical proficiency in managing large datasets and conducting complex analyses using data management tools;
(4) Hands-on experience with Ni-Kshay or similar Management Information Systems (MIS);
(5) Strong ability to collaborate effectively within multi-disciplinary teams;
(6) Advanced analytical skills with capacity to synthesize and interpret data reports and guide teams on data use;
(7) Proficient in computer applications, including advanced Excel and data handling software;
(8) Excellent teamworking and communication skills;
(9) Strong writing and verbal communication abilities;
(10) Comfortable with virtual platforms and digital meeting tools;
(11) Willingness to travel extensively across India;
(12) Fluency in English and Hindi. 

 

6. COMPENSATION OFFERED:

 

Metro Cities: The monthly remuneration for this position will be in the range of Rs. 1,25,000 to Rs. 1,50,000

Non-Metro Cities: The monthly remuneration for this position will be in the range of Rs. 1,00,000 to Rs. 1,25,000

 

The final offer will be determined as per organisational policies, considering the candidate’s demonstrated skills, competencies, experience, and other applicable factors.

The professional fee will be subject to applicable tax deductions as per prevailing laws. 

 

7. NATURE OF ENGAGEMENT:

 

The State Public Health Experts (SPHEs) will be engaged as a consultant on a full-time basis under a fixed-term consultancy contract with KHPT.

Note: This position requires extensive travel to project locations, and the candidate must be comfortable with it.
