PROJECT BACKGROUND:

 

The Centre for Policy and Good Governance (CPPGG), Uttarakhand has been set up to assist in bringing about governance reforms through studies, training, knowledge sharing and promotion of good ideas. CPPGG is deemed to act as the think tank in the state which will help in improving the research & analytics for preparing a better planning & policy framework. Further, States/ UTs have varying capacities in driving socio-economic reforms but have a major role in creating an enabling environment to ensure sustainable and inclusive growth. With this mandate, NITI Aayog has launched the State Support Mission (SSM) aiming to support the State/UT Planning Departments to reinvent themselves as State Institute for Transformation that will play a crucial role in galvanizing partnerships, resources, ideas and synergies to drive the inclusive growth.

 

The government of Uttarakhand also has been considered under the SSM grants to States. The State wishes to augment the planning department's activities by creating the State Institution for Transformation under the aegis of the Centre for Public Policy and Good Governance CPPGG. Accordingly, the state submitted a proposal for funding from NITI Aayog and the same has been approved by NITI Aayog.

 

UNDP is providing technical support to the Government of Uttarakhand through a Memorandum of Agreement signed with the Department of Planning specifically for fast-tracking SDGs and the Economic Growth of the State. At present, a PMU has been set up to provide technical assistance to the CPPGG.

 

The Department of Planning has now suggested UNDP strengthen the technical assistance to CPPGG using the State Support Mission (SSM) funds. Accordingly, after discussions with the Government of Uttarakhand, UNDP would like to enhance the technical support to the State Government in the realization of Viksit Bharat, Viksit Uttarakhand by 2047.

 

3. JOB PURPOSE AND SCOPE OF WORK (SOW):

UNDP proposes to engage a SDG Capacity Building, Communications and Training Specialist (SDG-CB-CTS) to support the PMU at the Center for Public Policy and Good Governance (CPPGG) who will work under the overall guidance of the CEO of CPPGG and Policy Specialist, SDG Accleration and Finance Unit, UNDP India in providing support to fast-track the Global Goal Agenda 2030 and Vision 2047 of Government of India (GoI).

Duties and Responsibilities:
(1) Plan and design of internal and external strategies for communication and outreach of Uttarakhand Vision 2047 in the State;
(2) Plan and implement digital media and communication strategies for CPPGG;
(3) Prepare Training Plans and Packages to fast-track the achievement of Sustainable Development Goals (SDGs);
(4) Ensure facilitation of knowledge building and management;
(5) Support business development in terms of outreach, platforms and partnerships as well as launches and campaigns;
(6) Develop and implement communication and outreach strategies for Uttarakhand Vision 2047;
(7) Design and roll out digital media and communication plans for CPPGG;
(8) Prepare and deliver training plans and packages to accelerate SDG achievement;
(9) Facilitate knowledge management and documentation of best practices;
(10) Strengthen outreach, platforms, and partnerships through campaigns and events.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Bachelor’s degree in Mass Communication, Development, Social Science, Management or related field (Master’s preferred).

Experience:
(1) Minimum 3–5 years of experience in communication, training, and development programmes, preferably with government, UN agencies, or international organizations;

(2) Strong skills in documentation, publications, policy briefs, and analytical writing.

 

Required Skills:

Knowledge and Technical Expertise:
(1) At least three years of experience working in government/ international agency-funded projects;
(2) Experience in the implementation of Development Programs;
(3) Experience in documentation and publication, research and preparing policy briefs, drafting reports, and reviewing detailed Project reports;
(4) Prior experience with Government, UN agencies, and other international organizations.

 

Skills & Competencies:

Documentation Skills:
(1) Excellent documentation skills, including technical and analytical writing;
(2) Demonstrated publication in the field of Training & Capacity Building;
(3) Knowledge Generation: Ability to research and turn information into useful knowledge products, relevant for content, or responsive to a stated need;
(4) Monitoring: Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results;

 

Core Competencies:
(1) Demonstrates integrity and ethical standards;
(2) Promotes the vision, mission, and strategic goals of UNDP;
(3) Self-development, ability to take initiative, adopt a corporate approach to complex situations;
(4) Demonstrated ability in capacity building & training;

(5) Strong skills in knowledge generation, research, and monitoring;
(6) Commitment to integrity, ethical standards, and UNDP’s mission.

 

5. LANGUAGES: Excellent knowledge of written and spoken English and Hindi is essential.

 

6. DURATION OF ASSIGNMENT: Six months (Renewable based on performance and other factors)

 

7. CONSULTANCY FEE:

The monthly consultancy fee for the position shall be commensurate with the Government norms, as applicable for the position. The professional fee will be subject to withholding taxes, as applicable.


8. NATURE OF ENGAGEMENT:

 

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of six months. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
